School districts across the Upstate are working harder than ever to fill classroom gaps with substitute teachers.WYFF News 4 Investigates found that for several districts, it is not an issue of too few substitute teachers to call, but that those substitutes are not willing to take the assignment this school year.There were 62 substitute teachers working in the School District of Pickens County on Monday.
