Joel Sheets was recently elected secretary/treasurer of the National Precast Concrete Association.

In this role, he serves as the custodian of the books, papers and records of NPCA, overseeing the financial affairs of the corporation in cooperation with the chairman of the board.

Sheets is the vice president and general manager of the utility division at Tindall Corporation.
