Greenville City Council voted Monday evening to postpone discussion about putting a moratorium on construction of multi-family and non-residential construction.The Neighborhood Preservation Ordinance would put a six-month moratorium on construction of places like apartments and restaurants if those properties are directly adjacent to single-family homes. “We have a lot of single-family homes, but they are being bombarded by multi-family complexes,” said Lillian Brock-Flemming, a
