The Sacramento Police Department is investigating after a neck restraint was used on a man after protests Sunday night.Tyzhon Johnson, 18, said he was sitting outside a downtown Sacramento restaurant early Monday morning after protesters filled the streets demanding justice for George Floyd.Johnson said a police cruiser pulled up and an officer got out.“My flight-or-fight mode instantly activates and I start, like, running,” Johnson said.
