More living space is coming to downtown Spartanburg according to city officials.The city says a 120 apartment complex will be built on a vacant industrial parcel by the intersection of Union and Kennedy streets. This was the largest vacant industrial parcel left in the downtown area without a construction plan in place, according to city officials. City officials say that 10% of the development will be leased at below market rate.”We’ve never done yet one of these developments that includes a requirement in the development agreement for a percentage of affordable units,” said Christopher George, Communications and Marketing Manager for Spartanburg. “It’s been something our council has really been wanting for a long time.”Spartanburg officials say developers will submit a design to the city.
