Democrats will kick off their quadrennial convention Monday evening in a mostly virtual format as they try to look to stir excitement about the newly minted ticket of Joe Biden and Kamala Harris at a time when Americans are rightly distracted by the coronavirus pandemic and the economic turmoil it has created.
