An Amber Alert has been issued for a missing child in North Carolina.Officers with the Gastonia Police Department are searching for 3-year-old Kaysie Jay Lipscomb.Kaysie is about approximately 2 feet 0 inches tall, weighing 40 pounds. She has black hair and brown eyes. She was last seen wearing blue tights with polka dots and snowflakes.Officials said her allegedly abductor is Raheem Tyshawn Rate.We are told
